Eric Ferrebee is the Senior Director of Technical Services with the American Concrete Pavement Association.

He is responsible for providing technical resources and consulting services to ACPA members and the agencies and owners they serve.  He is a key team member in the development of industry resources including PavementDesigner.org, WikiPave, and ACPA’s Sustainability efforts.

Eric has earned both his Bachelors and Masters Degrees in Civil Engineering from the University of Illinois at Urbana-Champaign and is a Registered Professional Engineer in Illinois.


Kisia Kimmons, MBA is the Technical Services Manager for Roanoke Cement Company, LLC. (Titan  America), Essex Cement, and Titan Mid-Atlantic Aggregates, with a degree in civil engineering she  brings over 25 years of expertise in construction materials and research. She specializes in materials  laboratory and field-testing management, leveraging scientific research for product evaluation,  development, promotion, and marketing. Kisia effectively collaborates with stakeholders to deliver  technical solutions and has extensive experience working with various agencies, associations, and  industry colleagues. 


Matt Fonte is the principal of Fonte and Company. A consulting company that specializes in all aspects of concrete pavements.

Matt has 24 years of experience on the heavy civil construction platform, and 18 years in the concrete paving industry.

Throughout these years Matt has developed an extensive knowledge of all aspects of concrete pavements to include design, phasing, bidding, mining aggregate, mix designs, batching, hauling, paving, paving smooth, evaluating final smoothness profiles, and all the steps in-between.

Matt believes we should be good stewards of the taxpayer dollars, and one of the best ways to be a good steward of these dollars is on smooth long-lasting sustainable concrete pavements. 


Jay Thompson, PE began his career at Clemson University, participating in Asphalt and Concrete research while pursuing his graduate degree in Civil Engineering. He has been involved in the fields of pavement engineering and CE&I for 24 years. Thompson is currently employed by Infrastructure Consulting & Engineering as the VP for Pavement Consultancy Services, operating around the Southeast. His role at ICE is focused on pavement design and management, along with supporting construction projects through problem solving or value engineering.

Jay spends his free time with his wife Sherree and two children – Jesse and Daisy, watching track and volleyball along with relaxing in the great outdoors.


Leif G. Wathne manages activities under current federal cooperative agreements, assists in the development and communication of best practice guidance products, and nurtures engagement with the concrete pavement construction industry for the National Concrete Pavement Technology Center. Mr. Wathne has 28 years of experience with concrete materials, pavements, and engineering, and is an internationally recognized authority on concrete pavement technology, pavement policy, and stewardship. He has served as a resource for the Federal Highway Administration (FHWA) and U.S. Congress on concrete pavement and highway matters, including via testimony, and has in-depth experience with both federal and industry concrete research, development, and deployment programs. He is the author of more than two dozen peer-reviewed papers and journal articles and serves on multiple Transportation Research Board technical committees, FHWA technical groups, and is on the board of directors of both the International Society for Concrete Pavements and TRIP (a national transportation research nonprofit). Mr. Wathne routinely lectures and presents on concrete pavement technology at both industry and agency events both nationally and internationally.

Nicholas R. Davis serves as the Director of Technical Services for the International Grooving & Grinding Association (IGGA). In this role, Davis collaborates with IGGA Executive Director John Roberts to advance the association’s mission through educational and promotional initiatives. He also provides technical resources and engineering guidance to contracting agencies, consultants, and industry partners.

Before joining IGGA, Davis gained six years of experience as an Assistant Engineer with the New York State Department of Transportation (NYS DOT). During his tenure, he authored specifications and reports, managed a certification program for ride quality testing agencies, and oversaw the specification and data collection for New York State’s first performance-engineered mix (PEM) project, among other significant achievements.

Davis brings a wealth of technical expertise and a commitment to advancing innovation in the industry.


Matt Munsick is Vice President at ACEiT Industries and serves in New Product Development at Andale Construction. Matt has over 25 years of managing industrial, commercial, residential, environmental, and heavy highway civil construction projects including Design Build. Prior to joining Andale Construction, he was an independent Civil Construction Consultant to Contractor and Engineering Firms. His experience spans many different facets of construction. Munsick holds a Bachelor of Science Degree in Business Management from the University of South Carolina.


Andy Johnson has been the Pavement Design Engineer for the Southeast Cement Promotion Association since 2014. He retired from the South Carolina Department of Transportation in 2014, where he had worked at the Office of Materials and Research since 1989. Before retirement, he held the position of State Pavement Design Engineer. Andy has a BS in Geology and BSE, ME, and PhD degrees in Civil Engineering, all from the University of South Carolina. He has been a registered professional engineer in South Carolina since 1991. He was the first engineer hired by SCDOT specifically to perform pavement design and analysis. In that role, he performed or directly supervised over 1500 pavement designs during his years there.


Melanie Mobley is a licensed Professional Engineer with a Master’s degree in Civil Engineering from Clemson University. She brings a wealth of experience spanning the federal government, private sector, and state government. For the past 14 years, Melanie has been with the South Carolina Department of Transportation (SCDOT), where she currently serves as the District 4 Construction Engineer.

Outside of her professional life, Melanie is happily married to her high school sweetheart. Together, they are proud parents of two amazing daughters who keep their lives full of energy and joy.


Patrick Hamilton, P.E. is a graduate of Clemson University with a Bachelor’s Degree in Civil Engineering.  He is a registered Professional Engineer in the state of South Carolina and has spent his 15 year  career in the transportation field, working with SCDOT, York County, and in the private sector.  He has worked on a variety of transportation projects, ranging from highway widenings,  intersection improvements, gravel road paving, resurfacing, and residential/commercial site  design, to name a few. Patrick is currently the Assistant County Engineer over Transportation  for York County and has been managing the Pennies for Progress Program for 9 years. 


Jessica Wilson
Director of Education & Technical Services

Jessica Wilson, LEED Green Associate, TRUE Advisor, brings 10 years of sustainable construction and market development experience as the Director of Education and Technical Services for CRMCA.  Her primary focus and honor throughout her career in construction has been ensuring her partners’ sustainability stories are being crafted in a way that is unique to their company culture, while staying authentic to their values.  As CRMCA continues to expand its education and promotion efforts, Jessica will focus on the areas of design assistance, sustainability, and industry partnerships while growing concrete market share throughout the Carolinas. Moreover, Jessica hopes to elevate the story of the concrete community at-large, showcasing the positive impacts of our collective work and sharing our untold, upstanding culture – one rooted in legacy and loyalty.

Jessica’s passion for stewardship was cultivated at the University of North Carolina at Wilmington where she received her bachelor’s degree in English literature, focusing her studies on Environmental literature. Her commitment to low-impact design was forged when her daughter requested a “tree house.” Inspired to build her future home in the most responsible way possible, she received certifications in Sustainability Technologies and Construction Management from Cape Fear Community College.
